3rd Transis Lab Meeting: Social Innovation and Experimentation for Longevity

On March 24 and 25, the Baluarte Congress Center in Pamplona served as the key venue for cross-border exchange between the Basque Country, Navarre, and Southern France, consolidating new public strategies to address the demographic challenge. The Transis Lab (Interreg POCTEFA) project held its 3rd meeting, organized into two work sessions: a public debate on the 24th and a private technical meeting for the consortium on the 25th. The event brought together policymakers, researchers, and social entities with the shared goal of transforming the care model, focusing on longevity and intergenerational solidarity.

 

During the technical session, the ALC team led an exercise to validate and prioritize the pillars of the social innovation policy agenda for longevity, building upon results previously obtained in Vitoria-Gasteiz. Participants worked in groups to contrast these advancements and define the strategic weight of each theme.

 

As a result of this exercise, the consortium identified prevention and the fight against loneliness—with a focus on social cohesion and frailty—as the central pillar and top thematic priority. Furthermore, the need to consolidate a community-based model and co-construction with the elderly was validated, positioning socio-sanitary integration as a strategic lever. The groups also highlighted the importance of greater coordination between primary and secondary care.

Regarding challenges, consortium members prioritized the tension between budgetary constraints and the need for preventive intervention, as well as the paradox of having funding for innovation but lacking the time to measure impact. In terms of implementation actions, the highest priority was given to promoting high-impact community prevention programs, emphasizing the need to evaluate the feasibility and action capacity of the proposed measures.

 

This participatory exercise will lay the foundation for the project’s final agenda, which will present an operational proposal for local governments and regional stakeholders.

 

As next steps, during April and May 2026, the project governments will proceed with the institutional validation of the second version of the agenda and its dissemination through the Learning Network. The process will culminate in June with the presentation of the final and definitive version of the longevity strategy.
